whether a live surface resolved param_key at all.

Splits the two ways host_step_count can be 0: a surface that answered "no index domain" (true) from a key the host has never heard of (false). Always false when no surface is installed — but then nothing is reported, since a preview with no host has no parameter to misrepresent.
