Detailed Description

Replaces a modulation source's declaration under an exact value gate.

Identity is pinned: expected.id, replacement.id, and modulator_id must all be equal. A Modify that could also swap identity is a removal and a creation wearing a signature that declares neither, and removal is the axis an untrusted writer is denied by default — so an unpinned identity would hand a writer holding only Modify the operation its mask refuses.
