Host-side "manage plugins" UI widget built on top of the existing scanner / scan_cache / scan_blacklist backend.
The panel shows three buckets — scanned, failed, blacklisted — with the plugin's format, path, and last-scan timestamp. It wraps a non-blocking rescan, per-format search-path editors, a right-click menu, a search/filter box, and screen-reader labels. The widget itself is a pure-View subclass; host applications provide the scan backend via a PluginManagerModel so the widget can be driven by an in-process scanner in production and a mock scanner in tests.
